This panel session will discuss:

  • How smart cities can improve access to care
  • How smart cities can impact social determinants of health
  • How smart cities can improve healthcare operational efficiency (predicative analytics, communication, etc)

Speakers:

Karen has 30 years of experience in distributed intelligent edge systems, with an emphasis on healthcare, aviation, defense, critical infrastructure, cybersecurity and other regulated markets. Karen is currently the Chief Solution Architect of the Intel Health and Life Sciences (HLS) global sales team. In her global HLS role, Karen works with all major healthcare equipment manufacturers, healthcare ISVs, and hospital systems, as well as biopharma manufacturing customers, to modernize and digitize their solutions and businesses. Karen’s past experience includes solution design, development, management and sales of distributed transaction systems, AI for healthcare/aviation/military systems, software-defined radio, network and web acceleration solutions, and data-centric secure messaging solutions, working for Oracle, BEA Systems and private companies focused on healthcare, military, aviation and industrial markets. Karen has a BS in Computer Science, graduating summa cum laude from UC Irvine, and has lived and worked in Washington DC, California, Australia, Hong Kong, France and the UK. She currently resides in Franklin, TN.

Barbara Burba-Filoreto is the Executive Director (Bureau Chief) for the Office of Enterprise Management, The Department of General Services, for the Commonwealth of PA. Leveraging State Assets for Connectivity.The Department of General Services Office of Enterprise Wireless Management (OEWM) oversees the commonwealth’s efforts to monetize excess and underutilized capacity on commonwealth-owned wireless assets in support of the development, improvement, and expansion of digital telecommunications in Pennsylvania. Also, the privilege to collaborate with all COPA agencies and Authorities to gain better connectivity and serve COPA residents. OEWM markets Agency assets (90,000+) to gain revenue while collaborating with Office of Transformation, PSP, PBDA and other vital Agencies to leverage our assets for the Infrastructure BEAD build. She was formerly the CEO/Owner of Amerisite Wireless Development a Woman Owned Site Development Firm for 16 years. Focusing on Tower Site Development and Construction. She also consulted for Tower companies and Carriers. She was previously the Vice President of Strategic Partnerships at Diamond Communications. She was formerly the Director of Government Operations for Insite Wireless Group/American Tower Corporation. She has almost two decades of highly competent experience in Government Affairs, Tower Development, Site Acquisition/Real Estate Services as well as Consulting, Turn-Key Construction, and Contacts/Resolutions. She has consulted with Federal and State Government, Telecommunication and Broadcast Operators, Gas and Oil, and Tower Companies in multiple markets across the United States to build a valuable network of contacts that trust her skills and judgment when it comes to putting systems on the air. Barbara is an Industry Subject Matter Expert and Instructor with the Wireless Infrastructure Association’s (WIA) Telecommunications Education Center (TEC) program. She developed the SD300- Site Development Coursework -available for training and certification. She is collaborating with WIA and Department of Labor and Industry to create a Site Acquisition/Development Job ID Number to further educate and fulfill employment deficiencies in the Wireless Industry. Barbara worked with the Federal Department of Education for over 12 years as a Consultant and Trainer. Most of her instructor experience has been in training or educating adults in Government or Education forums. She has worked with several Universities teaching master’s level and Doctorate Education students. She has collaborated with several consulting firms including Deloitte to create a software program for PA State employees to incorporate an online database. She also is a certified Facilitator and Mediator with the Atlanta Justice Department. She has worked with various systems within Pennsylvania, Virginia, and Ohio training Federal Government Grant Recipient Agencies and creating and enforcing state and county government contracts.

Rebekah Butterfield, MPH, is a Principle Scientist for Health Surveillance and Research. She is an infectious disease epidemiologist, with expertise studying and responding to community outbreaks and high-risk pathogens. Rebekah joined Oracle Health Innovation in 2021, where began work with partners across the healthcare ecosystem to identify and address the biggest barriers to prevention, intervention, and research. Her most recent work focuses on enabling health and life sciences efforts to ensure access and usability for public health,
government, and life sciences use cases, incorporating population, clinical, genomic, and multimodal determinants of health data. Prior to joining Oracle, Rebekah work as an epidemiologist for the Richmond and Henrico Health Departments, focusing on the disease dynamics of key respiratory diseases and hospital-acquired infections, leading outbreak investigations, developing mitigation protocols, and advising both private and government entities in prevention and response efforts. She also served as a strategy consultant in outreach efforts aimed at providing underserved populations with enhanced health equity through access and education. Rebekah received her Master of Public Health degree from the University of West Florida, where she now holds an adjunct instructor position.

Catherine (CJ) Robison, BSN, RN, is a Health Innovation Scientist at Oracle Health – Propelled by the belief that data, research and innovative solutions have the power to transform healthcare, CJ Robison has developed a diverse and extensive portfolio of expertise in the medical field. As a registered nurse with a degree in biology, CJ began her career on a medical-surgical floor that specializes in geriatric oncology. Following her time in direct patient care, she served as the Magnet Program Director and Manager of Professional Practice at Sentara Leigh Hospital in Virginia where she was instrumental in improving electronic workflows, running workload-acuity models and quantifying resources required to deliver care.  Following this effort, CJ went on to design and manage an array of process improvement initiatives across Sentara.  During the early days of the Pandemic, CJ led a region-wide COVID-mask-making initiative, managing over 1,000 volunteers. In three months, over 40,000 masks  were delivered to nearly 100 organizations throughout the Hampton Roads region. In her “free” time, CJ enjoys spending time with her three rambunctious children, reading extensively and riding horses.
